Abstract

The motor vehicle inspection system in Indonesia still faced various challenges, particularly because the field verification process relied heavily on physical vehicle inspection certificates. When these certificates were damaged due to environmental factors or lost, vehicle owners were required to obtain a loss or damage report from the police before requesting a replacement certificate. This procedure was considered inefficient and time-consuming. Therefore, this study was conducted to develop a more effective system that could improve the efficiency of vehicle inspection services. This study developed a digital vehicle inspection card system based on Near Field Communication (NFC) and Radio Frequency Identification (RFID) technology. The proposed system functioned similarly to an e-money card, where users only needed to tap the NFC card on a reader device to instantly access vehicle inspection data through a computer or smartphone. The system integrated three main components: an NFC-RFID card as the vehicle's digital identity, a web-based application, and a Python program that automatically connected the card with the web system. The novelty of this study lay in its all-in-one approach, which integrated vehicle data management, inspection result recording, card verification, and certificate printing within a single platform. Furthermore, the system enabled vehicle owners to independently reprint inspection certificates whenever necessary without requiring additional administrative procedures. System testing demonstrated that all features functioned properly according to the designed specifications. User acceptance testing involving 36 respondents produced a System Usability Scale (SUS) score of 74.5, which fell into the “Good” category. The results indicated that the developed system improved verification speed, enhanced data security, and increased service efficiency. Therefore, the NFC-RFID-based vehicle inspection card system represented a practical step toward the digital transformation of motor vehicle inspection services in Indonesia.
