Abstract

Peningkatan keselamatan menjadi salah satu cara untuk mengurangi angka kecelakaan yang dapat melibatkan berbagai kalangan usia, termasuk anak-anak. Dalam upaya mengurangi kecelakaan pada anak, pemerintah melakukan penerapan program pemasangan fasilitas Zona Selamat Sekolah (ZoSS) yang tertuang dalam Surat Keputusan Direktur Jenderal Perhubungan Darat Nomor: 3582/AJ.403/DRJD/2018 tentang Pedoman Teknis Pemberian Prioritas Keselamatan Dan Kenyamanan Pejalan Kaki Pada Kawasan Sekolah Melalui Penyediaan Zona Selamat Sekolah. Pada penelitian ini bertujuan untuk menganalisa efektivitas dari penerapan ZoSS di SD N 02 Petarukan dengan menggunakan metode survei dan kuesioner. Survei yang di lakukan diantaranya adalah kecepatan sesaat, volume lalu lintas, inventarisasi jalan, perilaku menyeberang dan pengantar, penyebaran pemahaman pengetahuan berlalu lintas siswa, sehingga dapat diketahui efektivitas dari zona selamat sekolah. Berdasarkan hasil analisis, fasilitas perlengkapan jalan yang terpasang belum sesuai dengan SK Dirjen Perhubungan Darat Nomor: 3582/AJ.403/DRJD/2018, kecepatan kendaraan yang melintas melanggar rambu batas kecepatan maksimal 40 km/jam, perilaku pejalan kaki menyeberang dan pengantar pada SD N 02 Petarukan baik pada jam berangkat maupun jam pulang sekolah dikategorikan belum selamat karena nilai Zhitung≤Ztabel yaitu pada jam berangkat sebesar -0,08 dan jam pulang sekolah sebesar 0,17, penilaian skala guttman mendapatkan nilai sebesar 0,50, sehingga siswa SD N 02 Petarukan masuk ke dalam kategori sedikit memahami perilaku berlalu lintas, sehingga Zona Selamat Sekolah di SD N 02 Petarukan belum efektif karena tidak memenuhi standar indikator Peraturan Dirjen Perhubungan Darat Nomor SK.3582/AJ.403/DRJD/2018. Increasing safety is one way to reduce the number of accidents that can involve various ages, including children. In an effort to reduce accidents involving children, the government implemented a program to install Safe School Zone (ZoSS) facilities as stated in the Decree of the Director General of Land Transportation Number: 3582/AJ.403/DRJD/2018 concerning Technical Guidelines for Prioritizing Pedestrian Safety and Comfort in School Areas Through the Provision of Safe School Zones. This study aims to analyze the effectiveness of the application of ZoSS in SD N 02 Petarukan by using survey and questionnaire methods. The surveys carried out include instantaneous speed, traffic volume, road inventory, crossing and delivery behavior, and dissemination of understanding of student traffic knowledge so that the effectiveness of the school safe zone can be known. Based on the results of the analysis, the installed road equipment facilities are not in accordance with the Decree of the Director General of Land Transportation Number: 3582/AJ.403/DRJD/2018; the speed of passing vehicles violates the maximum speed limit of 40 km/hour; pedestrian crossing behavior and the introduction to elementary school N 02 Conflicts both at the time of leaving and after school hours are categorized as unsafe because the value of Zcount Ztable is -0.08 at the time of departure and at school time of 0.17, the Guttman scale assessment gets a value of 0.50, meaning that elementary school students are in the category of little understanding of traffic behavior. The School Safety Zone at SD N 02 Petarukan is not yet effective because it does not meet the indicator standards of the Director General of Land Transportation Number SK.3582/AJ.403/DRJD/2018.
